Kaneda is the leader of a bōsōzoku-motorcycle gang that tears through the grim streets of Neo-Tokyo at night. One evening, Tetsuo, one of the gang members, encounters a mysterious test subject who turns out to be part of a secret government experiment.

Kaneda and the rest of the gang watch in amazement as Tetsuo and the mysterious boy are transported to a military laboratory. To save them, Kaneda attempts to sneak into the institution. There, he discovers that Tetsuo has developed supernatural powers. Meanwhile, one of the other test subjects predicts that AKIRA, a secret experiment, will soon awaken. Tetsuo tries to control his new powers and tests them before his journey through the underworld where AKIRA slumbers.
